New Zealand – Maluku Access to Renewable Energy Support (NZMATES) Solar Laboratory at University of Pattimura, Ambon, Maluku

1.Background
Yayasan Mercy Corps Indonesia (YMCI) is non-governmental, humanitarian aid organization operating in transitional contexts that have undergone, or have been undergoing, various forms of economic, and environmental, social and political instabilities. YMCI collaborates with Infratec to jointly implement New Zealand – Maluku Access to Renewable Energy Support (NZMATES).
The NZMATES programme’s goal is to support the update of affordable, reliable and renewable energy in off-grid and grid-connected areas in Seram and surrounding islands, Maluku Province. Through supporting increased access to electricity and increased use of the areas’ renewable resources (mainly solar and hydro, but also wind, biomass and otherS), NZMATES hopes to contribute to improved social well-being and economic development on Seram Island in Maluku province. Besides technical assistance program, NZMATES also focus on human capital development. Therefore, NZMATES has partnerships with local University in Ambon to improve the capacity of local people on operating renewable energy plant.

2.Solar Lab, Request for Bid
YMCI is now looking for potential bidders for Engineering, Procurement, and Construction (EPC) for Solar Lab in University of Pattimura Ambon - Maluku. The main objective of the project is to serve as a live training lab for the University of Pattimura to test, experiment, monitor, operate, and maintain a solar and battery storage installation under realistic conditions, that can serve as a model and learning experience for the design, installation, operation, and maintenance of renewable energy systems in remote areas.
The laboratory will also include equipment that allows to monitor the PLTS, test panels, batteries, load profiles, smart loads and other equipment. This should help support the growing renewable energy education at The University of Pattimura.
The single-phase solar and battery system (PLTS) will be built using an AC coupling system. It will comprise a solar PV array with a total capacity of circa 5 kWp (DC) and a two-string configuration. Each string will have >2.5 kWp of PV panels. A single-phase AC inverter will be used for each string. The single-phase AC battery inverter will be able to supply a continuous AC power of up to 6 kVA. A Lithium ion battery is chosen to be the storage system with a usable capacity of a minimum of 10 kWh in standard test conditions. The battery system must be able to absorb excess PV generation when it is required and must be able to curtail electricity from PV during less load factor served by PLTS on weekends or holidays. It is also able to prevent export towards the PLN main grid.

3.Contractor Objectives
The contractor is responsible to
Meet all technical specification requirement
Provide detail engineering design and shop drawing of the project
Provide detail bill of quantity and its manufacturer/brand including the detail specification of each proposed component.
Provide detail project timeline include: initial site survey, detail engineering design, lead time for purchase or manufacture of materials, time to send material to site location, implementation of project in civil construction, mechanical and electrical works, commissioning process until it is properly handed over to customer.

4.Deliverables
The vendor is expected to deliver the following:
Detail engineering design and shop drawing of the project, including CAD version
Detail project timeline
Construction report
Test, commissioning, and SLO
Test and commissioning report
Handover to NZMATES, including send all data, report, and evaluation to NZMATES

5.Qualifications
The offeror must be legally registered at least have and submit: certificate, business license or SIUP, TDP, NPWP, SITU/domicile letter.
The offeror must be in good standing with its governing tax authority
Being able to meet technical specifications
Strong and documented experience in construction solar PV project;
Strong organizational, analytical and reporting skills, attention to detail, and ability to meet deadlines;
Experience in Maluku an advantage;
Having a satisfactory record of performance and business ethics based on information available to Yayasan Mercy Corps Indonesia.
