Need help understanding Charter Spectrum "construction costs"
I'm trying to help my parents get Broadband internet to their lake home, but am running into many snags with Charter Spectrum as far as the initial setup costs go. The property is in a lake/wooded area of Northern Wisconsin. Charter Spectrum has become widely available throughout the area, with the exception of a few spots. Their house is the 2nd to last home on a gravel road of 5 other homes. This gravel road connects directly to a highway. Their immediate neighbor (30' away and closer to the highway) currently has Charter Spectrum. They paid no additional construction costs to have Spectrum ran to their home.
So, I figured that since the neighbors have service, then getting service to my parent's place would be no problem. Wrong! Spectrum is saying that it'll be $8,900 in construction costs to get service ran (of which, they'll cover $3000). Their claim is that they need to run 650' of line to connect into the nearest "tie-in", so they do not disrupt the service of our neighbors. Does this seem right? I feel like we're being scammed. They came out on three different occasions to verify the information (the last being at my request). Are we just out of luck? To me, it feels like they ran a line down our road and just arbitrarily stopped short making getting internet basically impossible.
Anything I can do about this?
