Chinese district court shows name-and-shame debtors film to warm up crowds for new Avengers movie
Audiences who gathered to watch the midnight premiere of Marvel Comics' Avengers: Endgame at Xingxin Time Movie World in Lishui, Zhejiang province on Tuesday were also shown a short film that included photos and names of 60 debtors and the amount of money they owed.
The information film, the idea of the Liandu District People's Court, will be shown at cinemas in Lishui before the main feature, with the aim of reaching to more than 2,000 people a day, a WeChat post by the court on Wednesday said.
The post detailed the consequences faced by debtors, such as travel restrictions, blacklisting and exposure by the media.
"By showing the video, people can learn the consequences of not fulfilling your responsibilities according to law," the court said. "To those who have the ability to pay but refuse or falsely declare their property, the court will take steps such as freezing their property, detaining or fining them, and even holding them criminally responsible."
The court has been showing lists of debtors' names and other information in cinemas and on digital screens on buildings for a year to put pressure on them to pay up. It has named 5,478 people and prompted more than 80 to pay their debts in the knowledge their business might be made public.
The WeChat post said one man who appeared on a list shown in cinemas for failing to pay 50,000 yuan (US$7,430) settled his debt the following day after his daughter, a high school pupil, told him she was planning to go to the movies with friends and would be embarrassed if he appeared on the screen.
In recent years, the Chinese government has tried to persuade businesses and individuals to comply with rules through a social credit system.
About 17.46 million "discredited" people were limited in buying plane tickets last year and 5.47 million were restricted from purchasing tickets on high-speed trains, according to an annual report released by the National Public Credit Information Centre.
A blueprint released in 2014 said the national social credit system would "allow the trustworthy to benefit wherever they go while making it difficult for the discredited to take a single step".
