Di Tengah Krisis Diplomatik, AS Jual 36 Jet F-15 ke Qatar

WASHINGTON DC, KOMPAS.com - Amerika Serikat menyepakati penjualan pesawat jet tempur F-15 bernilai 12 miliar dolar setara Rp 158 triliun ke Qatar di tengah krisis diplomatik yang membelit negeri itu.

Penandatangan penjualan jet-jet tempur itu dilakukan Menhan AS Jim Mattis dan rekannya Khalid al-Attiyah di Washington DC pada Rabu (14/6/2017).

"Penjualan bernilai 12 miliar dolar ini memberi Qatar peningkatan kemampuan dan kerja sama keamanan serta operasional antara AS dan Qatar," demikian Mattis.

Pentagon tak menyebut jumlah pesawat F-15 yang dijual ke Qatar tetapi Bloomberg mengabarkan kesepakatan ini setidaknya mencakup 36 unit jet tempur canggih itu.

Sementara itu, Menhan Khalid al-Attiyah  mengatakan, kesepakatan ini akan meningkatkan kemampuan pertahanan Qatar dan menciptakan 60.000 lapangan kerja di AS.

"Kami yakin kesepakatan ini akan meningkatkan kemampuan Qatar menjaga keamanan dalam negeri sekaligus meringankan beban militer AS dalam perang melawan ekstremisme," kata Attiyah.

Selain kesepakatan penjualan puluhan jet tempur, Pentagon juga mengerahkan dua kapal perang untuk melakukan latihan bersama dengan AL Qatar.

Kedua kapal perang AS tersebut saat ini berada di Pelabuhan Hamad di sebelah selatan ibu kota Doha.

Kesepakatan penjualan jet tempur ini seolah memberikan sinyal kepada Qatar terkait posisi AS dalam krisis diplomatik yang melibatkan negeri kecil itu dengan Arab Saudi dan beberapa negara lain.

Langkah Pentagon ini seolah adalah upaya meyakinkan Qatar bahwa AS tetap menjadi sekutu negeri itu yang menjadi basis militer AS terbesar di Timur Tengah.

Dari pangkalannya di Qatar ini, AS menggelar operasi militer di Irak, Suriah, dan Afganistan.

Pekan lalu, Presiden AS Donald Trump melontarkan komentar yang mendukung langkah Arab Saudi dan sekutunya memutuskan hubungan diplomatik dengan Qatar.

Saudi dan negara-negara Teluk menyebut Qatar menjadi penyandang dana terorisme tingkat tinggi.

Damned If You Do? Turkish Military Deployment to Qatar May Be a Mistake

On June 12 a military delegation from Turkey arrived in Qatar in order to facilitate preparations for the upcoming deployment of a Turkish military contingent.
According to Turkish Ambassador to Qatar Ahmet Demirok, about 3,000 servicemen from different branches of the Turkish armed forces will be deployed at a military base in Qatar.

However, Koray Gurbuz, a military analyst at Bilkent University and former chairman of the Turkish Veterans Council, told Sputnik Turkiye that this move may in fact further exacerbate the already volatile situation in the region.

The analyst explained that while Turkey is definitely a powerful and influential country which cannot simply ignore the emerging threats in the region, Ankara needs to calmly assess the situation and put its own interests first.

"The Turkish military should, first and foremost, protect the people of Turkey and to fight terrorism that threatens them. It is wrong to send our troops to assist other states until Turkish people are completely safe. Turkey has its own vital interests and goals. First, Turkey needs to deal with its own problems and to help promote peace and stability in the region," Gurbuz said.

He pointed out that the Qatari diplomatic crisis is directly associated with the US ambition to establish complete control over the Middle Eastern energy resources, and that by sending its troops to Qatar Turkey may become hostage to the situation, which will hardly help improve stability in the region.

"Turkey should seek to avoid becoming involved in conflicts. What will the Turkish troops do in Qatar? Protect the emirate’s citizens? The Turkish army should first and foremost protect Turkish citizens and not someone else’s. What if the crisis devolves into armed struggle? What would Turkish soldiers do in case of an armed attack against Qatar? In that case casualties would be inevitable, and what’s worse, Turkey would become involved in a war it has nothing to do with," he said.

According to Gurbuz, this military deployment cannot be considered a constructive move by Ankara as it only further exacerbates the already volatile situation in the region, which may already be balancing on the brink of an armed conflict.

"The problem should be solved not by sending in the military; it needs to me resolved on the international stage, by discussing the methods of resolution with other countries in the region," the analyst surmised.

US Acknowledges That Its Military Superiority is 'No Longer a Given Fact'

US Secretary of Defense James Mattis has been very disturbed by the US military's lack of readiness after four years of budget sequestration.

He expressed his point of view in a written statement to the House of Representatives Armed Services Committee, as part of his testimony at a hearing on the Defense Department's 2018 budget request on Monday.
"I have been shocked by what I’ve seen with our readiness to fight. For all the heartache caused by the loss of our troops during these wars, no enemy in the field has done more to harm the readiness of our military than sequestration," Mattis stated.

"It took us years to get into this situation. It will require years of stable budgets and increased funding to get out of it."

The US defense chief also noted that Russia and China are challenging the United States' military dominance with technological advances in sea, land and air weapons systems.

"Our command of the seas is threatened by long-range, land-based guided munitions battle networks designed to attack our ships at increasingly longer ranges. Our undersea superiority, unquestioned since the end of the Cold War, and a key competitive advantage, is challenged by both Russia and China," Mattis stated.

The Pentagon chief said US dominance of the air is challenged by the "proliferation of advanced integrated air defense networks and 5th-generation aircraft."

The US dominance on land in conventional, high-end combined arms maneuver is "threatened by the introduction of long-range air-to-surface and surface-to-surface guided weapons, advanced armored vehicles and anti-tank weapons, and tactical electronic warfare systems," he specified.

Russian political analyst, associate professor at the Moscow-based Higher School of Economics Dmitry Ofitserov-Belsky commented to Sputnik Radio on the remarks of the US Secretary of Defense, saying that Washington has started to acknowledge that its military superiority is "no longer a given fact."

"The US is currently facing a really burning issue: the modernization of their weaponry. In spite of its huge spending on defense, and not only on the defense but on its offensives, the US Armed Forces are in serious need of modernization, which they haven't seen since the end of the Cold War," he told Sputnik.
In other words, the political analyst said, even though the US still poses itself as a number one military power, its military dominance is no longer evident.

He called the position of the Pentagon chief "in a way consistent" as he now reiterates what he had been saying upon his retirement.

"Mattis had been defending the need if not to increase, then at least halt the cut of military spending, which then-President Obama had been insisting on. This is exactly what President Donald Trump was pointing at during his election campaign," Dmitry Ofitserov-Belsky stated.
