Common Energy Defense Pact, CEDP
In the near future, the world has lost most of its natural resources as a result of climate change.
Terrorism ran rampant in the constant battle to gain control of these resources.
Though most of the vestiges of the past had been destroyed, it was impossible to repair them due to the lack of natural resources.
To protect the minimal resources still available, humanity has created an international pact to collect energy (Oil, Coal, and other Natural Resources) and store them in one place.
This is the Common Energy Defense Pact (CEDP).
General Energy Corporation
This is the sole entity supervising the Energy created through the provisions of the CEDP.
Though built with the righteous goal of protecting the world's natural resources, as these things oft happen, their actions began taking a turn for the worst.
Now with all of the world's resources under their control, they became the world's largest political/military organization.
Black Flag Force
They first started with simple tactics such as small protests and booklet propaganda, but as the GEC became a bigger organization, the VSF also grew in size to contend against them.
They are now notorious for their high-profile acts such as assassinations and so forth
