Indonesia Cari Investor; Tetapi Jepang dibuat dua kali kecewa, Indonesia harus siap hadapi konsekuensinya

 
Lingkarannews.com- Beredar kabar kurang sedap; Jepang mulai berpikir menarik investasi nya dari Indonesia secara besar besaran ke negera Vietnam mulai 2016.

Para pemimpin negeri Samurai; merasa sangat kecewa luar biasa atas perlakuan tidak adil pemerintah Indonesia didalam memustuskan kebijakan investasinya (terkait proyek pelabuhan Cilamaya dan Proyek Kereta Cepat Jakarta-Bandung)

Pada proyek Pelabuhan Cilamaya, bahkan Konsorsium Jepang sudah lakukan studi kelayakan dan riset yang mendalam terkait proyek pelabuhan cilamaya tersebut, namun akhirnya di batalkan Jokowi dan digantikan proyek pelabuhan Cirebon dengan keputusan menggandeng Perusahaan asal Tiongkok untuk studi kelayakan dan risetnya

Kedua, pada Proyek kereta cepat Jakarta-Bandung yang diputuskan diberikan kepada pemerintah China, ditambah keterangan Menteri Rini yang menimbulkan kontroversial terkait penggunaan dana APBN dan jaminan dari negara; karena ‘katanya’ menteri Rini, Jepang meminta penggunaan dana APBN dan jaminan pemerintah; Kenyataannya pihak Jepang sampai dua kali memberikan proposalnya dan tidak disebutkan akan menggunakan dana APBN dan Jaminan dari pemerintah

Pemerintah Jepang kecewa berat

Sebenarnya ada hal yang tidak dipikirkan oleh Pemerintahan Jokowi terkait Jepang dan China, yaitu sejarah persaingan mereka yang sangat kuat

Sejarah panjang antara Jepang dan China yang bisa menjadi bom waktu bagi Indonesia

Pernahkah kita bayangkan, Pabrik pabrik Jepang yang ada di Indonesia pada tahun 2016 dipindahkan ke Vietnam sesuai ancaman mereka; Bagaimana nasib jutaan pekerja yang bekerja dipabrik pabrik milik Jepang tersebut?

Pertanyaan yang semestinya dipikir dan dijawab oleh Menteri Rini serta Presiden Jokowi kedepannya.

Japan, China disappointed with train decision

Japanese and Chinese envoys to Indonesia could not hide their displeasure regarding the government’s decision to cancel the Jakarta-Bandung high-speed railway project after the two Asian rivals had competed for months to secure the contract.

Speaking to reporters after being briefed by Coordinating Economic Minister Darmin Nasution on Friday, Japanese Ambassador to Indonesia Yasuaki Tanizaki cited two reasons behind his disappointment in the government’s unilateral decision.

First, Japan had spent a large amount of money undertaking a three-year feasibility study for the project. Japan hired Japanese technological experts in parternership with their Indonesians counterparts.

Second, Tanizaki said Japan had planned to infuse the project with the world’s finest and most advanced technology, which would have ensured high security standards for the high-speed train.

“However, the Indonesian government has made its decision and we respect it. I will directly convey it to Tokyo,” the diplomat told journalists.

Meanwhile, Chinese Ambassador to Indonesia Xie Feng refused to give a statement after meeting with Darmin. Journalists described him as displaying a tense expression.

“No more comment, thank you,” said the Chinese diplomat when asked about the government’s
decision.

On Friday, President Joko “Jokowi” Widodo scrapped a plan to build the country’s first high-speed railway and instead mulled a new plan to develop a medium-speed train connecting Jakarta with Bandung in West Java. Jokowi’s decision followed a recent recommendation from a government-sanctioned assessment team.

“We will develop a medium-speed train,” Jokowi said in a statement distributed by Presidential Chief of Staff Teten Masduki. “The development will not use any part of the state budget, directly or indirectly. The government will not provide any viability gap fund. The cooperation will be under a business-to-business scheme.”

Darmin said that Indonesia would once again invite China and Japan to participate in the project, but added that “other countries [could be involved] as well, because there are a lot of countries who have medium-speed railways”.

Earlier this month, China submitted its own feasibility study to the President, claiming to offer a more competitive price than its Japanese counterpart. In response, a new Japanese proposal offered additional terms, including a lower viability gap funding for the government.

While Japan’s proposal required a viability gap fund from the government, China’s proposal listed no requirement of state funds, although the government would have been involved through a consortium of state-owned enterprises.

Commenting on the rivalry between Japan and China, Coordinating Maritime Affairs Minister Rizal Ramli was quoted by Bloomberg as saying, “Japan and China are competing very intensely, we should let them compete to the maximum.”

The government had eventually deemed a medium-speed railway connecting the two cities to be a more tenable proposition than a bullet train, said National Development Planning Board (Bappenas) chief Sofyan Djalil.

“It is estimated [that the investment cost] will be around 40 percent less [than the high-speed train],” Sofyan said at the Presidential Palace. “Moreover, it might attract more passengers.”

The government, Sofyan added, also believed that there were enough modes of transportation already in existence connecting the two cities such as trains, toll roads and intercity roads.

“Therefore, the government does not want the state budget to be used to fund the Jakarta-Bandung [medium-speed train]. Government funds will be used for developing areas outside of Java,” he said. (saf)
