Creating the submarine began in 1967 in CDB "Wave", and in 1971 was ready to technical project.
According to it, the submarine had three buildings. In the main building housed: arms, two reactors, the crew and personnel landing craft. In the side buildings planned to accommodate different types of armor (about 20 amphibious tanks and armored personnel carriers). As conceived by the designers, the submarine could approach the unequipped coast and lower the bow ramp, through which the shore began to go out armored vehicles, and then the regiment of marines.
Technical documentation of the project 717 was designed with the production at the "Sevmash". According to the draft of the future submarine length reaches 190 meters, and surface displacement - 18,000 tons. Maximum depth - 300 meters. Maximum speed - 18 knots. In addition to the amphibious capabilities, the submarine can carry out rescue operations with the use of underwater vehicles. It also planned to equip the quick rescue chamber. Armament consisted of six 533-mm torpedo tubes, two 30-mm guns "A-21ZM" (under water cleaned in the superstructure), has provided the ability to install minefields (stock 252 mines). Sonar system CIM-400 "Rubicon" was located in the bow of the ship.

All materials on the start of construction of the future submarines were approved in the spring of 1972. Because of the many design changes in the case dragged on until 1977, but by this time on the "Sevmash" was laid the first submarine of project 941, and were preparing to bookmark the following buildings, resulting in 717 project was abandoned. From that moment on it was abandoned and all direction to create submarines of this class.
