JAKARTA, Indonesia—Jakarta’s $1.4 billion urban railway is being built, much to the delight of residents awaiting solutions to the capital’s crippling gridlock. They just might have to wait a little longer.

The project is facing delays that will likely result in a revised construction timetable, the company’s director told The Wall Street Journal over tea and finger foods at an evening fast-breaking.

“In September we’ll decide if [there’s a delay of] six months, eight months, nine months,” said Dono Boestami, president director of PT MRT Jakarta, the city-owned company behind the project. “But we hope we can make up some of the time.”

Officials broke ground on the 15.7-kilometer elevated and subterranean railway—the first of its kind in the Southeast Asian country—in November 2013, with completion targeted for 2017. The project, known as the Jakarta Mass Rapid Transit system, is being built largely by Japanese companies, to alleviate gridlock in the heart of a greater metro area of almost 30 million people. It had been in the planning stages for more than 20 years.

When finished, it will run from Lebak Bulus in South Jakarta up to the Hotel Indonesia roundabout in the city’s center. An extension further north is undergoing a feasibility study, while a separate east-west line through the city’s densely populated oceanside neighborhoods is under discussion.

Since the MRT’s launch, preparatory work has advanced on several of its 13 stations, while streets have been altered in downtown Jakarta to accommodate construction work along one of the capital’s major thoroughfares.



But the project has also been beset by a host of problems, including slow-moving city and national agencies that have yet to acquire the land the project needs and to clear construction sites of things like bus stops, electricity substations and, in one case in South Jakarta, a sports stadium.

“The problems are the same, but we’re working with everyone in good faith,” said Mr. Boestami, a U.S.-educated civil engineer and former finance director of coal miner Atlas Resources.

Mr. Boestami said PT MRT Jakarta has been adjusting its plans to work around the problem areas, and on Thursday he announced the beginning of preparatory work on two of six underground stations. Drilling machines aren’t scheduled to arrive until mid-2015.

Mr. Boestami said delays would add to the project’s overall cost, but declined to venture an estimate until a revised timetable is in place.

He isn’t worried about funding, however. The government has received loans amounting to about 50 billion yen ($493 million) from the Japanese International Cooperation Agency, the main body funding the project. JICA is also in discussions to loan at least 75 billion yen more as the project advances.
