It's always "it means", never "it is mean"; "it is mean" is grammatically incorrect :) It is grammatically correct if the mean is an adjective.

@astra: the dragon arc is the shortest to complete, and the most linear. There aren't other quests that you have to complete first before you can continue, unlike the other two major arcs. No, I don't think they were much help, so I didn't bring along golems or pets.
