The Sports and Youth Service or Disorda Papua stated that it had completed the construction of 12 of the 13 venues for the National Sports Week or PON XX Papua which was its responsibility. One arena that has not been completed by Disorda Papua is the rugby arena.

This was conveyed by the Head of Disorda Papua, Alexander Kapisa in Jayapura City, Papua, Tuesday (27/7/2021). He explained that the rugby arena was built on land owned by the Indonesian Air Force, in Sentani, the capital of Jayapura Regency.

“There is only one venue that we are currently building, namely rugby. Meanwhile, the other 12 venues have been completed 100 percent," said Alaxander Kapisa after a meeting with Commission V DPR Papua, Tuesday.

According to him, Disorda Papua is only responsible for building the venue. Meanwhile, the arrangement of the PON arena area is under the authority of the Papua Public Works and Spatial Planning Service (PUPR). Completeness of facilities, such as tables, chairs, and others is the responsibility of the Grand Committee (PB) PON XX Papua.

"We just have to work in synergy with the PUPR Service for regional planning, for example access roads, fences, channels and others. PB PON is for functional venues, for example tables, chairs, carpets and others," he said.

Kapisa said at a coordination meeting with Commission V DPR Papua, his party explained the budget structure and percentage of Disorda Papua's budget absorption in the 2020 fiscal year. He stated that the absorption of the Papua Disorda budget in the 2020 fiscal year reached 92.53 percent.

“From the budget side, the absorption reached 92.53 percent. From the physical side 99.8 percent. There is another note from Commission V, [namely] how to settle the payment debt for venues that have been 100 percent completed. We've been paying since 2020-2021. This year, all payments for the construction of the venue are paid off," he said.

Chairman of Commission V DPR Papua, Timile Yikwa confirmed that Disorda Papua had explained its budget absorption to Commission V. Yikwa stated that Disorda Papua had also shown evidence that they had completed all payments for land acquisition which was used as the arena of PON XX Papua.

“Our conclusion is that this is only a matter of work coordination. The problem land has also been paid for, and the documents are complete. It's just, [if until now the payment is still in question], is it someone playing, or what? Until now there are still indigenous groups demanding payment,” said Timiles Yikwa.

According to him, Commission V of the DPR Papua will discuss the existence of demands from indigenous peoples who request payment of land compensation for the PON arena with relevant stakeholders. "We will discuss the payment. Is there someone playing or something like that? Earlier, the Head of Disorda said the payment documents were complete. Disorda, PUPR, PB PON and we DPR Papua must sit down to discuss this issue, where are the obstacles, "he said.
