TOKYO. Korea Selatan (Korsel) telah siap menghadapi perang Korea lagi apabila Korea Utara menghajarnya dengan rudal. Tempat pengungsian (shelter) di Korsel ada 11.000 lokasi dan khususnya di ibukota Seoul ada 3.300 lokasi.

"Meskipun suasana tegang saat ini, saya melihat kemungkinan perang masih kecil. 50% masih berupa uji coba rudal saja, tidak akan melakukan perang karena berbagai kendala baik uang dan sebagainya," kata pengamat Korea Utara, Kou Yonggi, Senin (24/4) yang juga Pemred Daily NK Japan.

Meskipun demikian Korsel negara tetangganya telah siap dengan berbagai kemungkinan perang seperti shelter bawah tanah di berbagai tempat. Misalnya di sebuah gedung pertokoan, lantai Bawah Tanah B2 sampai dengan B6 selain untuk tempat parkir juga untuk shelter nantinya dengan ukuran sangat luas.

Selain itu navigasi tempat pengungsian juga dapat diunduh aplikasinya gratis oleh semua penduduk Korsel sehingga dapat mengetahui lokasi pengungsian di dekatnya dengan segera.

Di toko-toko masker khususnya untuk menghadapi bom gas, kimia, sebuah toko mengakui satu minggu kini bisa menjual 100 masker gas karena warganya sudah mulai menyiapkan diri kapan saja bisa pecah perang.

Sedangkan masker kain putih untuk penutup muka sedikitnya 100.000 masker disediakan gratis oleh pemerintah untuk setiap warganya.

Kou juga mengungkapkan bahwa ada kemungkinan 28 April mendatang akan diluncurkan dua rudal kembali oleh Korut sebagai bagian dari pengujian rudal mereka.

S. Korea preps for joint exercise with USS Carl Vinson

SEOUL, April 24 (Yonhap) -- South Korea's defense authorities said Monday the USS Carl Vinson, an American aircraft carrier, is scheduled to hold a joint training exercise with South Korean naval ships near the peninsula.

"Consultations are under way (between the two sides) in connection with the exercise," Moon Sang-gyun, a spokesman for the Ministry of National Defense, said at a press briefing. He did not elaborate.

Following a round of confusion about its location and mission in the West Pacific, the nuclear-powered flattop is reported to eventually be approaching Korea amid concerns about North Korea's provocations.

The Vinson and other warships in the strike group are staging combined drills with Japan's Navy before entering the waters close to the peninsula, according to news reports. They are expected here by the end of this week.

North Korea's state media warned that the communist nation's troops stand ready to sink the carrier "with a single strike" if needed.

Beijing - Presiden China Xi Jinping menyerukan agar semua pihak menahan diri terhadap Korea Utara (Korut) dalam percakapan telepon dengan Presiden Amerika Serikat (AS) Donald Trump. Seruan ini Jepang terlibat latihan gabungan dengan kapal induk AS, USS Carl Vinson.

USS Carl Vinson yang masih dalam perjalanan ke dekat Semenanjung Korea ini, dikirimkan AS untuk memamerkan kekuatan pada Korut. Dalam pernyataan via surat kabar Rodong Sinmun, Korut bersumpah akan menenggelamkan kapal induk AS itu.

"(China) berharap pihak-pihak terkait bisa tetap menahan diri dan menghindari aksi-aksi yang akan meningkatkan ketegangan di Semenanjung Korea," ucap Xi kepada Trump, seperti dikutip Kementerian Luar Negeri China dan dilansir AFP, Senin (24/4/2017).


"Satu-satunya cara untuk mencapai denuklirisasi di Semenanjung Korea dan menyelesaikan persoalan nuklir Korea Utara dengan segera adalah, setiap pihak terkait untuk memenuhi kewajibannya," imbuhnya.

Percakapan telepon Xi dengan Trump itu merupakan yang kedua kalinya dilakukan sejak keduanya bertemu di resort mewah milik Trump di Florida, awal bulan ini. Percakapan telepon itu menyoroti semakin meningkatnya kekhawatiran China atas ketegangan antara Korut dan AS yang bisa mengarah ke konflik militer.

"Situasi internasional berubah dengan cepat, sangat penting agar China dan AS menjaga komunikasi erat dan pertukaran pendapat soal isu-isu penting," tutur Xi kepada Trump dalam percakapan telepon itu.

24 Indian security forces personnel killed in ambush by left-wing rebels

Quote:NEW DELHI, April 24 (Xinhua) -- At least 24 Indian security forces personnel were killed and more than six others injured in a fierce encounter with left-wing Naxalite rebels in the central state of Chhattisgarh Monday, officials said.

"The encounter took place around 1 p.m. (local time) after a group of 300 armed Naxalite rebels laid an ambush on a patrolling party of the paramilitary Central Reserve Police Force (CRPF) near Kala Pathar close to Burkapal village in the state's Sukma district," additional police chief of Sukma district, Jitendra Shukla, told the media.

Initially 23 CRPF troopers died on the spot, while another one succumbed to his injuries while being airlifted to a hospital, along with six other injured. "The CRPF personnel were protecting a group of construction workers building a road in the area when the ambush took place," he said.

According to the official, after the encounter the Naxalites looted all the arms and ammunition of the security forces, who belonged to the 74th battalion of CRPF. "A group of commandoes of the CRPF have been airlifted to the area to nab the perpetrators of the crime," he added.

Following the attack, state Chief Minister Raman Singh cut short his visit to New Delhi and rushed back to Raipur for an emergency meeting, local TV channels reported.

Sukma is part of the Naxalite stronghold in Chhattisgarh and this is not the first such attack in Sukma district.

Some 12 personnel of the CRPF were killed in the same district early this year in a deadly Naxal ambush. That incident was reported in the dense forests near Kottacheru village, around 450 km away from the state capital of Raipur. It was one of the deadliest attacks on security forces.

After that deadly attack, Indian Home Minister Rajnath Singh had said that it was a sign of "frustration" of the Naxalites because of the "unprecedented success" of the security operations against them.

"Last year, 135 extremists were killed, 700 were arrested, 1,198 surrendered, and there was a 15 percent drop in the number of Naxalite attacks," the minister had told the Parliament.

Initially the Naxalite movement had its center in the eastern state of West Bengal. Subsequently, it spread into less developed areas of rural southern and eastern India, such as Chhattisgarh, Odisha, Andhra Pradesh and Telangana.

Japan destroyers to start joint drill with U.S. carrier group from Sunday

TOKYO, April 23 (Xinhua) -- Japan's Maritime Self-Defense Force (MSDF) destroyers are to begin a joint drill with the U.S. aircraft carrier Carl Vinson Strike Group in the western Pacific Ocean from Sunday, Japan's defense ministry said.

The two Japanese destroyers, "Samidare" and "Ashigara," which departed from Sasebo in Nagasaki Prefecture on Friday, will join the U.S. carrier strike group for trainings on tactics and communications, according to the defense ministry.

The Carl Vinson Strike Group, led by the nuclear-powered aircraft carrier, will head to waters off the Korean Peninsula after the joint drill which is to last for several days, according to local reports.

U.S. Vice President Mike Pence said in Australia on Saturday that the strike group will arrive in the Sea of Japan by the end of this month.

Top Trump administration officials will hold a rare briefing on Wednesday at the White House for the entire U.S. Senate on the situation in North Korea, senior Senate aides said on Monday.

All 100 senators have been asked to the White House for the briefing by Secretary of State Rex Tillerson, Secretary of Defense Jim Mattis, Director of National Intelligence Dan Coats and General Joseph Dunford, chairman of the Joint Chiefs of Staff, the aides said.

While top administration officials routinely travel to Capitol Hill to address members of Congress on foreign policy and national security matters, it is unusual for the entire 100-member Senate to go to such an event at the White House, and for those four top officials to be involved.

U.S. officials have expressed mounting concern over North Korea's nuclear and missile tests, and its threats to attack the United States and its Asian allies.

President Donald Trump criticized North Korea's "continued belligerence" and said its actions were destabilizing during a telephone call with Chinese President Xi Jinping on Sunday, the White House said.

The briefing will take place at 3 p.m. EDT.

House aides said they were working with the White House to set a similar briefing for members of the House of Representatives.

U.S., Philippines scale back next month's military drills, no more 'war games'

About 5,000 American and Philippine troops will hold humanitarian exercises next month instead of annual war games, scaling back military drills in response to President Rodrigo Duterte's disdain for their longstanding defense alliance.

Troops taking part in "Balikatan" will simulate a response to a devastating super typhoon in the central Philippines, modeled on typhoon Haiyan in 2013, which killed at least 6,300 people and left more than 200,000 families homeless.

"Balikatan is designed to meet current challenges facing the Philippines," U.S. embassy press officer Molly Koscina said in a statement on Monday.

Duterte has made no secret of his grudge against the United States and believes a U.S. military presence of any kind in the Philippines puts his country at risk of being dragged into conflict. He has threatened to abrogate treaties with Washington, but has yet to follow up.

The volatile leader has reached out to Russia and China and invited their warships to come to the Philippines for exercises too.

He has taken issue with the United States on its approach to the South China Sea and said Manila will never take part in joint patrols, to avoid provoking China.

Balikatan, which means "shoulder-to-shoulder", has taken place on 32 occasions and every year since 2000, involving conventional warfare activities, as part of a mutual defense treaty between the two countries under a 1951 security pact.

Nearly 9,000 troops participated in a simulation of retaking an oil-and-gas platform last year, seized by an imaginary enemy, and practiced an amphibious landing on a Philippine beach near an area of the disputed South China Sea.

U.S. marines also used for the first time in the Philippines a long-range truck-mounted multiple rocket launcher.

A Philippine army spokesman said the downsizing of the exercises was in response to Duterte's dislike of war games with Washington.

"We made some adjustments, based on the pronouncements of the president that such exercises should be focused on humanitarian operations," Major Frank Sayson told reporters.

"Just to make it clear, this is not a war game."

Sayson said the two sides agreed to scrap two major military drills – Amphibious Landing Exercise or "Phiblex" and Cooperation Afloat and Readiness Training (CARAT) - geared toward external and maritime defense.

He said the two armies would work on marksmanship and defusing of homemade bombs, as part of counter-terrorism exercises.

Japanese demand for nuclear shelters, purifiers surges as North Korea tension mounts

Quote:Sales of nuclear shelters and radiation-blocking air purifiers have surged in Japan in recent weeks as North Korea has pressed ahead with missile tests in defiance of U.N. sanctions.

A small company that specializes in building nuclear shelters, generally under people's houses, has received eight orders in April alone compared with six orders during a typical year.

The company, Oribe Seiki Seisakusho, based in Kobe, western Japan, also has sold out of 50 Swiss-made air purifiers, which are said to keep out radiation and poisonous gas, and is trying to get more, said Nobuko Oribe, the company's director.

A purifier designed for six people sells for 620,000 yen ($5,630) and one designed for 13 people and usually installed in a family-use shelter costs 1.7 million yen ($15,440).

Concerns about a possible gas attack have grown in Japan after Prime Minister Shinzo Abe told a parliament session this month that North Korea may have the capacity to deliver missiles equipped with sarin nerve gas.

"It takes time and money to build a shelter. But all we hear these days, in this tense atmosphere, is that they want one now," Oribe said. "They ask us to come right away and give them an estimate."

Another small company, Earth Shift, based in Shizuoka prefecture, has seen a tenfold increase in inquiries and quotes for its underground shelters, Akira Shiga, a sales manager at the company said. The inquiries began gradually increasing in February and have come from all over Japan, he said.


North Korean missiles have fired with increasing frequency. Last month, three fell into waters within Japan's exclusive economic zone, some 300-350 kilometers off the coast of northern Akita prefecture.

The Japanese government on Friday urged local governments to hold evacuation drills in case of a possible missile attack, heightening a sense of urgency among the public.

Some orders for the shelters were placed by owners of small-sized companies for their employees, and others by families, Oribe said. A nuclear shelter for up to 13 people costs about 25 million yen ($227,210) and takes about four months to build, he said.

The shelter his company offers is a reinforced, air-tight basement with an air purifier that can block radiation as well as poisonous gas. The room is designed to withstand a blast even when a Hiroshima-class nuclear bomb exploded just 660 meters away, Oribe said.

North Korea said on Sunday it was ready to sink a U.S. aircraft carrier to demonstrate its military might, in the latest sign of rising tension in the region.

The United States ordered the USS Carl Vinson carrier strike group to sail to waters off the Korean peninsula in response to mounting concern over the reclusive state's nuclear and missile programmes.

In Japan's previous experience with sarin gas in 1995, members of a doomsday cult killed 12 people and made thousands ill in attacks on Tokyo subways.

China launches 1st domestically-made aircraft carrier

China has launched its first aircraft carrier built entirely on its own, in a demonstration of the growing technical sophistication of its defense industries and determination to safeguard its maritime territorial claims and crucial trade routes.

The 50,000-ton carrier was towed from its dockyard just after 9 a.m. Wednesday following a ceremony in the northern port city of Dalian, where its predecessor, the Soviet-built Liaoning, also underwent extensive refurbishing before being commissioned in 2012, the Ministry of National Defense said.

Development of the new carrier began in 2013 and construction in late 2015. It's expected to be formally commissioned sometime before 2020, after sea trials and the arrival of its full air complement.

Vice chairman of China's Central Military Commission and Communist Party Central Committee member Fan Changlong presided over the launch, which came just three days after the anniversary of the People's Liberation Army Navy's symbolic founding in 1949.

Also attending was navy commander Vice Adm. Shen Jinlong, a former commander of the South Sea Fleet responsible for defending China's claim to virtually the entire South China Sea.

Reports of the launch said a bottle of champagne was broken across the ship's bow and other craft in the port sounded their horns in celebration.

Like the 60,000-ton Liaoning, which was purchased from the Ukraine, the new carrier is based on the Soviet Kuznetsov class design, with a ski jump-style deck for taking off and a conventional oil-fueled steam turbine power plant. That limits the weight of payloads its planes can carry, its speed and the amount of time it can spend at sea relative to American nuclear-powered carriers.

The main hull of the new carrier has been completed and its power supply put into place. Next up are mooring tests and the debugging of its electronic systems, the Defense Ministry said.

China is believed to be planning to build at least two and possibly as many as four additional carriers, with one of them, the Type 002, reported to be already under construction at a shipyard outside Shanghai. They are expected to be closer in size to the U.S. Navy's nuclear-powered 100,000-ton Nimitz class ships, with flat flight decks and catapults to allow planes to launch with more bombs and fuel aboard.

Along with their role in protecting China's maritime interests, Chinese naval strategists see the carrier program as "about having naval power commensurate with China's international status, to impress both external and domestic audiences," said Michael Chase, an expert on the Chinese military at U.S. think tank the RAND Corporation.

The new carrier "is likely to be seen as further evidence of China's desire to become the most powerful and influential country in the region," Chase said. That will be especially worrying to Indian security analysts who are already concerned about Beijing's ambitions in the Indian Ocean, he said.

India, along with Japan and Taiwan which also view Chinese carriers as threats, will likely respond by building new submarines and anti-ship missiles, said Ian Easton, a research Fellow at The Project 2049 Institute in Arlington, Virginia.

China's "expansionist behavior in the South China Sea and its aggressive efforts to undermine the security of Taiwan and Japan, in particular, have translated into a situation where few countries now trust that Beijing has benign motives," Easton said.

China claims Taiwan as its own territory to be brought under control by force if necessary, and was seen as advertising that threat when it sailed the Liaoning through the Taiwan Strait earlier this year.

According to Chinese reports, the new, as yet unnamed, carrier will carry 24 Shenyang J-15 fighters, based on the Russian Sukhoi Su-33, along with 12 helicopters for anti-submarine warfare, airborne early warning and rescue operations. That compares to 85-90 fixed wing aircraft and helicopters carried by a Nimitz-class carrier.

The new carrier is part of an ambitious expansion of the Chinese navy, which is projected to have a total of 265-273 warships, submarines and logistics vessels by 2020, according to the Washington, D.C.-based Center for Naval Analysis. That compares with 275 deployable battle force ships presently in the U.S. Navy, China's primary rival in the Asia Pacific.

The U.S. operates 10 aircraft carriers, has 62 destroyers to China's 32, and 75 submarines to China's 68. The U.S. Navy has 323,000 personnel to China's 235,000.

China has offered little information about the roles it expects its carriers to play, although its planning appears to be evolving as it gains more experience. The Liaoning was initially touted mainly as an experimental and training platform, but in December was declared to be combat-ready and has taken part in live-firing exercises in the South China Sea, where tensions have risen over China's construction of man-made islands complete with airstrips and military structures.

U.S. Pacific commander: THAAD in S. Korea will be operational in 'coming days'

Quote:WASHINGTON, April 26 (Yonhap) -- A U.S. THAAD missile defense battery being installed in South Korea will become operational "in the coming days," the U.S. Pacific commander said Wednesday.

Adm. Harry Harris, commander of the U.S. Pacific Command (PACOM), made the remark during a House Armed Services Committee hearing after the U.S. military brought the radar and other equipment to the deployment site in southeastern South Korea earlier in the day.

"The ROK-U.S. alliance decided last July to deploy THAAD, that's a Terminal High Altitude Area Defense system, which will be operational in the coming days and able to better defend South Korea against the growing North Korea threat," Harris said.

Seoul and Washington decided to place a THAAD unit in the South to bolster defenses against growing nuclear and missile threats from the North after Pyongyang carried out its fourth nuclear test in January 2016 and a long-range rocket launch the following month. A fifth nuclear test followed in September.

China has vehemently protested the decision, claiming the system, especially its powerful radar, could be used against the country, despite repeated assurances from Washington and Seoul that it is a defensive system designed only to counter North Korean threats.

Harris said that with every nuclear and missile test, North Korean leader Kim Jong-un "moves closer to his stated goal of preemptive nuclear strike capability against American cities."

"Defending our homeland is my top priority. So I must assume that Kim Jong-un's nuclear claims are true. I know his aspirations certainly are. And that should provide all of us a sense of urgency to ensure PACOM and U.S. Forces Korea are prepared to fight tonight with the best technology on the planet," he said. "That's why Gen. Brooks and I are doing everything possible to defend American homeland and our allies in the Republic of Korea and Japan."

Gen. Vincent Books is commander of U.S. Forces Korea.

Harris also said the U.S. has "a lot of pre-emptive options" against the North, but declined to elaborate in an open hearing.
