The number of US Marines and sailors deployed to assist with the humanitarian crisis in the Philippines tripled to 270 following Friday’s Super Typhoon Haiyan, which officials now believe killed 10,000 or more people and left hundreds of thousands homeless.

About 180 Marines and sailors left Marine Corps Air Station Futenma, Japan, on Monday, for the Philippines aboard four MV-22B Ospreys and three KC-130J Hercules, according to a Marine Corps news release. The Ospreys are assigned to Marine Medium Tiltrotor Squadron 262 and the KC-130Js are with Marine Aerial Refueler Transport Squadron 152. They will assist the forward command element and humanitarian assistance survey team, the release states.

Brig. Gen. Paul Kennedy, the deputy commander of III Marine Expeditionary Force and the commanding general of the 3rd Marine Expeditionary Brigade, is overseeing the relief efforts. After surveying the damage during a helicopter ride over the city of Tacloban, which took the brunt of the superstorm, Kennedy described the devastation he had witnessed.

“I don’t believe there is a single structure that is not destroyed or severely damaged in some way — every single building, every single house,” he said.

The Marines and sailors who left Monday will join about 90 others who departed Okinawa on Sunday, with two KC-130J Hercules aircraft, also assigned to VMGR-152.

Those personnel were linking up with an advance survey team, and were expected to concentrate on searching for survivors both from the air and on the ground. They will also provide logistical support for the enormous humanitarian-assistance mission.

Super Typhoon Haiyan has affected more than 4.2 million people across 36 provinces in the Philippines, the Marine Corps is reporting. The BBC reported that the stench of rotting corpses fills the air as bodies line the roadways. Near total destruction is feared in some of the areas that rescue workers haven’t been able to reach, according to the BBC, with towns suffering 80 to 90 percent damage.

The storm hit just weeks after a 7.2 magnitude earthquake struck Bohol Island in the central Philippines on Oct. 15, killing more than 200. The Marine Corps provided two water purification units for use in the Philippines then as the military there assisted with relief efforts. The service keeps equipment like the water purification units pre-positioned in the Philippines as part of a long-term operational assessment by the Marine Corps Forces Pacific’s experimentation center, according to Chuck Little, a spokesman for the command.

The purification units were also used after another deadly typhoon pummeled the country nearly a year ago, killing more than 1,000 people. It’s not immediately clear they have been utilized during these relief efforts.

Jakarta (ANTARA News) - Pemerintah Indonesia mengirimkan bantuan dana berupa giro bernilai satu juta dolar AS dan barang logistik senilai satu juta dolar AS untuk korban bencana akibat Topan Haiyan di Filipina, kata Kepala Pusat Data Informasi dan Humas Badan Nasional Penanggulangan Bencana (BNPB) Sutopo Purwo Nugroho.

Menteri Koordinator Kesejahteraan Rakyat Agung Laksono secara simbolis menyerahkan bantuan itu kepada Duta Besar Filipina untuk Indonesia Maria Rosario C. Aguinaldo, katanya di Jakarta, Rabu.

Ia mengatakan, Kementerian Pertahanan mengerahkan tiga pesawat Hercules C-130 serta personel untuk mengangkut 75 ton bantuan logistik berupa 6.000 paket makanan, 1.000 paket lauk, 21.000 paket tambahan gizi, 500 selimut, 1.000 paket sandang, 1.000 paket pakaian anak dan 10 genset.

Selain itu ada bantuan paket obat-obatan, paket makanan pendamping Air Susu Ibu dari Kementerian Kesehatan serta 500 dus mie instan, 1.000 paket makanan, 1.000 paket lauk, dan 1.000 paket selimut dari Kementerian Sosial.

Hari ini tiga pesawat Hercules TNI Angkatan Udara yang mengangkut 36,6 ton bantuan makanan, obat, genset, dan selimut berangkat dari Landasan Udara Halim Perdanakusuma Jakarta menuju Filipina dengan tiga sorti penerbangan.

Aid convoys attempting to bring relief to the victims of Typhoon Haiyan are coming under regular attack from both suspected communist rebels and starving survivors of the monster storm.

Relief columns being escorted by the Philippines army are now engaged in firefights with members of the New People's Army, the militant wing of the Communist Party of the Philippines.

The almost complete breakdown of law and order in the areas hardest-hit by Haiyan is only further hampering a relief operation that the UN's World Food Programme is describing as a "logistical nightmare".

One column was attacked this morning as it tried to travel across the San Juanico Bridge that links the devastated city of Tacloban with neighbouring Samar Province and was forced to turn back.

Last night, two rebels were killed outside Matnog, a port at the southern tip of Luzon Island, after they attempted to hijack a Red Cross convoy bound for Samar.

In Alangalang, an area just west of Tacloban, eight people were crushed to death when a wall collapsed after thousands of desperate victims of Haiyan stormed a government rice warehouse.

More than 100,000 sacks of rice were looted, according to National Food Authority spokesman Rex Estoperez.

Thousands of people are besieging the overwhelmed airport in Tacloban, where 10,000 people alone are believed to have been killed by tsunami-like storm surges, desperate to escape a city where corpses rot in the ruined streets and people scavenge amidst the debris for something to eat.

"There is no water, no food," said Joselito Caimoy, one of the lucky few who managed to get his wife, son and daughter onto a flight out of Tacloban. "The malls, the grocery stores have all been looted. They're empty. People are hungry and they (the authorities) cannot control the people," said the 42-year-old truck driver.

Now, police and soldiers have to hold back the crowds which stampede towards the runway every time a plane lands at Tacloban airport.

Despite deploying commandos from the elite Special Action Force and imposing a night-time curfew in Tacloban, the authorities are unable to impose order on a city where people are half-crazed by hunger and thirst.

"The city has been thrown back to the primitive age," said local fire chief Superintendent Rafel Doron.

Power and communications remain down in many areas. With roads blocked and the small airports in the areas flattened by Haiyan only just opening up, aid agencies are unable to get desperately-needed food and water to the people worst-affected by what may be the strongest storm ever to make landfall.

Children stand by the side of the few roads open begging for food and water and holding up signs that simply say, 'Help Us'.

Five days after Haiyan struck, almost half of the 700,000 people left homeless by the storm are still sleeping rough, even as new tropical storms dump yet more rain on the vast swathe of the central Philippines smashed by Haiyan.

More and more people are falling ill and the prospect of widespread outbreaks of disease is becoming a real fear.

On Monday, the Philippines justice secretary Leila de Lima dismissed the idea of imposing martial law in places like Tacloban and Guiuan, the port in eastern Samar where Haiyan first made landfall and another town suffering from widespread disorder.

But with the few aid convoys that are setting out now under fire, she may be forced to re-consider that decision.

Russia ready to help Philippines typhoon victims – Lavrov

Russia is ready to help the Philippines in post-typhoon relief efforts, Foreign Minister Sergei Lavrov said on Monday.

"We are commiserating with the people and government of the Philippines and are ready to provide comprehensive relief aid," he said at the 11th ministerial conference of the Asia-Europe Forum.

The devastating typhoon Haiyan that struck the central Philippines on Friday has claimed at least 10,000 lives.
