Malaysian Ministry of Defence Confirms Construction of Gowind ships for LCS program
Boustead Heavy Industries Corporation BHD (BHIC) announced in early october that its associate company Boustead Naval Shipyard has received confirmation from the Malaysian Ministry of Defence on a 10 year contract worth RM9 billion to build six Second Generation Patrol Vessel (SGPV) as part of the Malaysian Littoral Combat Ship (LCS) program.

“The company wishes to inform that on Oct 1, 2013, Boustead Naval Shipyard Sdn Bhd (BN Shipyard) has received an amended letter of acceptance dated Sept 27, 2013, from the Ministry of Defence Malaysia for the contract to design, construct, equip, test and deliver six units of second-generation patrol vessels with combatant capabilities for the Royal Malaysian Navy,” BHIC said in a filing with Bursa Malaysia.

Via the amended LOA, the Ministry of Defence has confirmed that the value of the contract is RM9.0 billion and the contract is for is 10 years, from December 29, 2011, to December 28,2021. In addition, the Ministry has also confirmed it will pay further advance payment of RM700 million in stages to BN Shipyard.

Navy Recognition learned during LIMA 2013 defense show that the future Royal Malaysian Navy Littoral Combat Ships, based on French Shipyard DCNS' Gowind combat design, will be fitted with the following systems:
- BAE Systems Bofors 57mm stealth main gun
- SETIS combat management system
- Rheinmetall Fire Control Systems (TMX/EO Mk2 and TMEO Mk2)
- MTU engines.

The length of the LCS will be 111 meters with a displacement of about 3,000 tons. According to the general consens and rumors in the industry, the Malaysian "second-generation patrol vessels" will also come with:
- Thales Smart-S Mk2 radar
- Thales Captas 2 towed array sonar
- MSI-Defence 30mm guns
- MBDA Mica VL for air defense in VLS cells
- MBDA MM40 Exocet BlkIII anti-ship missiles

over budgetnya kayaknya gak begitu banyak kalau dihitung 10 tahun 6 unit.
Yang menarik lebih panjang dari 10514, 107 meter... tapi kok navalrecog tulis 111 ya ?

SHAH ALAM: Boustead Heavy Industries Corporation Bhd (BHIC) announced today that its associate company, Boustead Naval Shipyard Sdn Bhd has formalised the contract for the SGPV-LCS for the Royal Malaysian Navy.

The announcement made with Bursa Malaysia:

“We refer to the announcements made on 16 December 2011 and 1 October 2013 with regard to the receipt of a letter of acceptance (“the Letter”) from the Ministry of Defence Malaysia (“MoD”) (acting on behalf of the Government of Malaysia) by Boustead Naval Shipyard Sdn Bhd (“BNS”), an associate company of BHIC, for the contract to design, construct, equip, install, commission, integrate, test and trials, and deliver six (6) units of Second Generation Patrol Vessels with Littoral Combat Ship (LCS) capability for the Royal Malaysian Navy (“the Contract”) at a contract value of RM9 billion.

The Company now wishes to announce that BNS and MoD have finalised the negotiations and signed a formal Contract on 17 July 2014.

There were no differences between the substance of the formal Contract and the Letter.

This announcement dated 17 July 2014.”

With the formalisation of the contract, the work on the first ship is expected to start by early next year as announced much earlier. As the ceiling price remained at RM9 billion, I assumed the SSM and SAM chosen are the Exocet Block III and MICA, both from MBDA.

Yes, the Navy had wanted the NSM and ESSM but as I had posted earlier the systems chosen was fait accompli once the Gowind design made the final cut. I was told that changing the SSM and SAM would have been made if the costs were not higher or similar to the ones chosen already.

Anyhow, lets hope the first ship will be commissioned within four years time as stipulated by the contract although RMN had not been very lucky with its new builds.

Yes, I know I should wait before making any assumptions on this issue but I still prefer to think otherwise. And I will still called the ships the Laksamana class frigates. Why? Because I can.
