The US secretary of state’s visit on Tuesday will be the first meeting between senior officials from the two countries since the release of Robert Mueller’s redacted report on his investigation into Russian interference in the 2016 presidential election and alleged collusion with the Trump campaign.

The investigation was said to have constrained Trump’s desire to build closer relations with Putin, whom he openly praised during the campaign.

Sergei Lavrov, Russia’s foreign minister, called the talks an attempt to stabilise a bilateral relationship battered by the special counsel’s investigation and growing tensions in Venezuela and Iran, where Moscow backs leaders opposed by Washington.

In remarks on Monday, Lavrov blamed the US for provoking the current crisis with Iran by exiting the nuclear deal negotiated under Barack Obama. Iran began a partial withdrawal from the nuclear deal last week.

“We will attempt to clarify with him how the Americans are planning to come out of the crisis they created with their unilateral decisions,” Lavrov said. “We count on a frank talk with my American counterpart.”

The US has sent an aircraft carrier and a bomber taskforce to the Middle East in response to what officials called “a credible threat” by Iranian regime forces. Saudi Arabia said that several of its oil tankers had been damaged in mysterious “sabotage attacks” after US warnings that Iran could target shipping in the region.

On Tuesday morning, the Spanish government said it had decided to temporarily withdraw a warship that had formed part of the US-led taskforce. A spokesman for the defence ministry confirmed that the frigate Méndez Nuñez had been pulled from the fleet, describing the move as a “temporary separation”.

Spanish media reported that the decision had been taken to stop Spain being dragged into a conflict between the US and Iran. The defence ministry declined to comment on the reasons for the withdrawal, but said the defence minister, Margarita Robles, would make a statement in Brussels later on Tuesday.

Pompeo has met leaders in Europe and the Middle East to discuss tensions with Iran in the last week.

He cancelled plans to arrive in Moscow on Monday to meet US business leaders and embassy staff, instead travelling to Brussels to crash a summit of European diplomats, who have sought to salvage the nuclear deal and urged him to show maximum restraint towards Iran.

Jeremy Hunt, the UK foreign secretary, said the America’s European allies were concerned about a potential war breaking out between Iran and the US. “We are very worried about the risk of a conflict happening by accident with an escalation that is unintended on either side,” Hunt said.

Russian media have also reported that Pompeo would request a meeting between Trump and Putin at the G20 summit in June, although the Russian foreign ministry denied it had received any request.

Pompeo is first expected to meet Lavrov in Sochi, a resort city on Russia’s Black Sea coast. Putin would later join the talks, his press secretary said. Pompeo is seen as more hawkish on Russia than Trump. He recently accused Moscow of foiling a revolution in Venezuela by convincing the embattled president, Nicolás Maduro, not to flee the country.

The two sides are also expected to discuss Ukraine, where Russia has extended offers of passports to Ukrainians living in regions under separatist control, and nuclear arms control. New Start, one of the last remaining arms control agreements between Russia and the US, is due to expire in 2021.

White House said to review plan to send up to 120,000 troops to Middle East

Proposal by Pentagon officials suggests deployment nearing Gulf War levels if Iran were to expedite nuclear program or target US forces

The White House has reportedly been reviewing a plan to send as many as 120,000 US troops to the Middle East if Iran accelerates its uranium enrichment or attacks American targets.

The ambitious plan, which would take weeks or months to complete and which approaches the scale of the US invasion of Iraq in 2003, was presented last Thursday at a meeting of defense chiefs, The New York Times reported late Monday, citing more than half a dozen unnamed defense officials in US President Donald Trump’s administration.

Last week, the US sent in reinforcements — including an aircraft carrier — following Iran’s announcement that it was suspending some of its commitments under the 2015 nuclear agreement, one year after Trump withdrew from the accord and slapped tough sanctions on the Islamic Republic.

Saudi Arabia said on Sunday that two of its US-bound oil tankers were sabotaged, sustaining “significant damage” off the coast of the United Arab Emirates.

Several plans were presented during the Pentagon meeting by Acting US Defense Secretary Patrick Shanahan following the latest developments, the report said. The most aggressive of them suggested deploying 120,000 troops to the Middle East.

The meeting was also said to have been attended by General Joseph Dunford, chairman of the US Joint Chiefs of Staff; CIA Director Gina Haspel; and Director of National Intelligence Dan Coats.

The updated plans were reportedly ordered by Trump’s national security adviser John Bolton, reflecting the latter’s influence in pushing a hawkish stance versus Tehran despite deep disagreements within the administration on the matter.

The US president warned Monday that Iran would “suffer greatly” were it to “do anything,” after American intelligence suggested Tehran was planning to attack US interests in the region.

“I’m hearing little stories about Iran,” Trump told reporters as he hosted Hungarian Prime Minister Viktor Orban at the White House. “If they do anything, it would be a very bad mistake. If they do anything, they will suffer greatly.”

An American military team’s initial assessment was that Iranian or Iranian-backed proxies used explosives Sunday to blow large holes in four ships anchored off the coast of the United Arab Emirates, a US official said Monday.

The official said each ship has a 5- to 10-foot hole in it, near or just below the water line, and the team’s early belief is that the holes were caused by explosive charges.Washington has warned shipping companies that “Iran or its proxies” could be targeting maritime traffic in the Persian Gulf region and said it was deploying an aircraft carrier and B-52 bombers to the Persian Gulf to counter alleged threats from Tehran.

An Israel TV report on Friday said Israel has warned the US that Iran is contemplating targeting Saudi oil production facilities.

The unsourced Channel 13 report said the Iranians were “considering various aggressive acts” against American or American-allied targets. Tehran had looked at targeting American bases in the Gulf, but that had been deemed too drastic. The main target they were interested in was “Saudi oil production facilities,” the TV report said.

“This is what Iran does … The sort of thing you could see Iran doing,” the official said.

Tensions have risen since Trump withdrew America from the 2015 nuclear deal between Iran and world powers, and restored US sanctions that have pushed Iran’s economy into crisis. Last week, Iran warned it would begin enriching uranium at higher levels in 60 days if world powers failed to negotiate new terms for the deal.

Drone Sabotage on Saudi Pipeline Facility Raises Concerns

Two pump stations on Saudi Arabia's key East-West pipeline were attacked by armed drones early Tuesday, causing a fire and minor damage. The Saudi Press Agency declared it an "act of terrorism and sabotage," and Houthi militias in Yemen that are backed by Iran claimed responsibility for the attack.

Incidents are mounting of drones produced for civilian use being adapted for violent ends.

One that caught wide attention was an attack on President Maduro of Venezuela where at least one of the drones was caught on camera when it exploded. ISIS has also used drones by dropping a bomb on a Syrian ammo dump and filmed the entire firework show.

Drones have also been used in an attack-method manner to actually prevent harm and destruction by countering in the air incendiary kites and balloons which Palestinians have flown towards Israeli areas to start fires. The Israelis use small first-person-view (FPV) racer drones to kamikaze into the fire kites. Here is footage of the Israeli drones ramming into the Palestinian fire kites.


With the growing use of unmanned aircraft as low cost solutions for sabotage and terrorism, the foremost questions are: (1) How are we going to stay safe and protect ourselves and our infrastructure from those with harmful intents using drones? (2) What can airports or critical infrastructure do if they have a problematic drone or drones flying around?

Ever since we witnessed the Gatwick airport incident where drone sightings lead to repeated closures of the airport, causing massive problems and now with this pumping station incident, many are looking into counter-drone technology.

Providentially, last week the Federal Aviation Administration thought it would be wise to provide additional information to airports in evaluating, demonstrating, or installing UAS detection systems at airports which includes a frequently asked questions document.

The FAA announced the FAA does not support the use of counter-drone systems "by any entities other than the federal departments with explicit statutory authority to use this technology." The reason for this is many counter-drone systems will violate federal law, and only a handful of federal agencies have approval to exercise some counter-drone equipment.

Setting that aside, the frequently asked questions document raised two practical issues with a counter-drone response: the credibility of the sighting, and the criteria deserving a response.

How do you figure out the credibility of the drone sighting? Was the initial detection verified by visual identification? How do you know if this drone is illegal or flying legally under an FAA-given approval for a client? It can be very difficult to distinguish between a legal flight and a malicious flight just by spotting a drone flying in the sky.

So let's say you detect there is a drone flying. What is the criteria for determining if an incident is worthy of receiving a counter-drone response? Is there a line drawn in the sand somewhere which will evoke an immediate response?

Any response has to be interwoven into the already well-established, understood, and practiced response plans without introducing some undesirable safety and efficiency impacts. This has to be communicated and coordinated among the many stakeholders. This has NOT been accomplished but the FAA is currently working on it with other federal agencies. Thankfully, the FAA is compiling a checklist of planning factors to help airports, and in the meantime has released a document on the technical considerations for unmanned aircraft detection that airports and critical infrastructure entities would do well to understand. If you dive into the technical considerations document, you'll notice that each type of counter-drone technology has its own unique problems and benefits.

In conclusion, many great benefits have been actualized with drones which far outweigh the destructive uses we are witnessing. As we see the emergence of this new threat, we should remind ourselves that the use of new technology for harm is not a new concept and should not evoke a knee-jerk response towards the technology itself, but towards the bad wielding it. A custom-tailored solution to each location, entity, and counter-drone technology will be required, so we can all enjoy the many benefits of drones while still being protected.
