Defence Minister Colonel (Retired) Mohamed Nazim signed a military aid agreement with Chinese National Defence Minister General Liang Guanglie during his official five-day visit that concluded yesterday (December 15).

Following official talks between the defence ministers, Chinese state-run Xinhua news agency reported Nazim as assuring Guanglie that the Maldives was “willing to cement relations between the two countries and their militaries.”

General Liang reportedly said China would “continue to develop friendly, cooperative and mutually beneficial relations with the Maldives under the principle of building a good-neighbourly relationship and non-interference in internal affairs”.

“China has always positively developed its military relations with the Maldives and hopes to enhance communication and cooperation, promote the construction of both militaries, and safeguard regional peace and stability,” he was quoted as saying by Xinhua.

According to a press release by the Ministry of Defence and National Security, Defence Minister Nazim held talks with his Chinese counterpart on December 11, which focused on Chinese military assistance to develop the Maldivian military.

The agreement to develop military ties and provide free Chinese aid to the Maldives National Defence Force (MNDF) was signed at the meeting, the press release stated.

Defence Minister Nazim also met the Vice Chairman of the Chinese Central Military Commission, Xu Qiliang, and discussed strengthening Sino-Maldives military ties.

During his visit, Nazim visited the Chinese National Defence University to discuss securing education opportunities and toured the People’s Liberation Army (PLA) Naval Submarine Academy as well as the PLA Navy’s North Fleet.

The Defence Minister met MNDF coastguard personnel training at the submarine academy, the press release noted.

Nazim’s official visit to China followed the government’s abrupt termination of a 25-year concession agreement with Indian infrastructure giant GMR to modernise and manage the Ibrahim Nasir International Airport (INIA).

The move fuelled speculation in the Indian media of a Chinese role in the government’s decision to void the agreement and evict the GMR-led consortium.

President Dr Mohamed Waheed Hassan Manik has however dismissed suggestions that China urged the Maldives to push out the Indian company.

“The only significant cooperation we have with China at this time is through development assistance… like building the museum, housing projects. I don’t think India should worry about it at all,” Waheed was quoted as saying by The Hindu.

Meanwhile, India’s The Economic Times reported yesterday that China’s strengthening of ties with the Maldives may be part of its larger plans of dominating strategically-important sea lanes in the Indian Ocean, “according to an assessment of the Indian intelligence agencies.”

“Beijing is reportedly wooing Male’ to pre-empt a US move to set up a new military base in the Maldives’ southernmost island of Gan,” The Economic Times reported.

The paper also took note of recent statements by former President Maumoon Abdul Gayoom suggesting that it was “natural for a country with such huge resources to come and help us.”

“China has been with us for 40 years,” Gayoom told Indian media last week.

In November 2011, China became the first non-SAARC nation to open an embassy in the Maldives.

AFP at the time reported Indian officials as expressing concern that it was “part of a Chinese policy to throw a ‘string of pearls’ – or a circle of influence – around India.”

China juga sudah mempersiapkan diri seandainya arctic nanti mencair dan memungkinkan untuk dilewati oleh kapal2. Salah satu rute alternatif yg sudah diincer China. Untuk rute dagang ke eropa, China sudah mempersiapkan jalur KA yg sekarang sudah beroperasi, bahkan HP, ACER dll sudah mulai mengekspor dari Chongqing ke eropa melalui jalur KA itu sekarang. Untuk energi sendiri, China masih banyak alternatif selain timur tengah. Asia Tengah dan Russia yg kaya minyak, plus cadangan minyak China sendiri yg lumayan. Kemudian energi alternatif lain seperti angin, solar power, nuclear serta hydro power yg sedang booming di China. Plus jangan lupa dengan shale gas China yg katanya cadangannya terbesar di dunia melebihi amrik. Jadi jangan pikir China akan pasrah rutenya di malaka diblok. Malah yg berani ngeblok itu siap2 aja dicium rudal DF-21 yg sudah disiapkan China di wilayah selatannya

ambisi Proyek Kalung Mutiara china, alias jalur perdagangan laut China paling strategis sbg penghubung daratan Afrika/Arab - China. So, CHina musti dpt jaminan dg membuat negara penyangga, Pakistan, Maldives, Srilanka, Myanmar udah, sasaran selanjutnya Madagascar n Somalia.

Yang gua tulis itu jalur laut alternatif dari negara-negara yang sekarang lagi potensial sengketa ama China, seandainya China bisa ngontrol LCS, terus punya naval base di Sri Lanka, Pakistan, Maldives dan Myanmar. Bisa kaput itu negara-negara yang ngandelin jalur laut model Jepang, Singapore, Pinoy, Taiwan dkk. Kalau China bisa membangun AL setara dengan armada ke tujuh dan ke 6 US saja, bukan misi yang dibilang terlalu mustahil untuk ngeblokade jalur laut negara-negara itu.

btw, denger2 ada kemungkinan US bakal out dari diego garcia setelah leasenya berakhir di 2016 nanti ya? katanya UK ingin mengembalikan diego garcia ke natives. Itu sebabnya US mendekati india untuk andaman.

Gak mungkin dikasih, India itu pride dan ego-nya terlalu tinggi lebih tinggi daripada China malah dan yang jelas India itu kurang pragmatis dan oportunitis dalam mengambil keputusan luar negeri. Mereka sampai perang 4 kali lawan Pakistan menurut gua bukan cuman masalah rebutan tanah atau sekedar konflik kepentingan semata tapi karena masalah pride dan ego itu juga turut bermain menurut gua.

US paling tetap bertahan di Diego Garcia, entah gimana caranya, atau pokoknya dia bakalan cari satu base lagi di Samudra Hindia.

Multinationals operating in China have been setting up factories deep in the interior in search of affordable labor. The drawback: These plants can be more than a thousand kilometers (621 miles) from the coast. For companies exporting to Europe—still one of the largest markets for Chinese goods—shipping by air from Chongqing or other inland cities is too expensive. Trucking or carrying goods by train to the ports of Shanghai or Shenzhen’s Yantian and then shipping them to Western Europe can take 40 days.

For Hewlett-Packard (HPQ), which produces notebook computers in Chongqing, there’s an alternative: an international freight-train network linking China to Europe. Since 2011, HP has transported 4 million notebook computers along the 11,179-kilometer rail route, inaugurated last year by Chongqing and Chinese train officials. It starts in Chongqing and traverses Kazakhstan, Russia, Belarus, and Poland before reaching Duisburg, Germany. A separate line from China’s northeast links up with the Trans-Siberian Railway, which runs 9,288 km from Vladivostok to Moscow.

With plans to transport its inkjet printers by rail as well, HP says it will increase its rail use from an average of one train to 1.5 trains a week in 2013. “We were a pioneer in going to western China, and we are a pioneer in developing this route,” says Tony Prophet, senior vice president of operations for printing and personal systems at HP.

Shipping one container by train costs about $10,000, one-third the price of air transit, Prophet says. Although the train is about twice the cost of shipping by sea, it takes only 21 days for products from a factory in Chongqing to reach Western Europe by rail. The carbon footprint of rail, meanwhile, is about one-thirtieth that of air freight. Electronics companies including Foxconn and Acer, both with factories in Chongqing, are also shipping to Europe by rail, according to Vienna-based freight-forwarder Far East Land Bridge. Acer spokesman Henry Wang confirmed its use of the railroad; Foxconn declined to comment.

BMW (BMW), Audi, and Volkswagen (VOW) are using the rail link to ship auto parts produced in Germany east to their assembly plants in China. “Every empty run costs a lot of money, so you need a balance, east and west,” says Land Bridge Chief Executive Officer Thomas Kargl, adding that his firm is running trains for all of these companies. BMW alone sends three to seven trains a week from Leipzig to China, transporting car parts for its assembly plant in Shenyang.

Other industries tilting toward rail include steel, scrap metal, plastic, and chemicals, says Kargl. DHL and DB Schenker announced the launch of more frequent services last year. DHL has evolved from an overnight service to be a global player in logistics, including rail; it’s owned by Deutsche Post (DPW). DB Schenker, another logistics provider, is owned by Deutsche Bahn, the German railroad company.

The Chinese are enthusiastic about the rail connections to Europe. The government is considering financing track construction in its Central Asian neighbors of Uzbekistan and Kyrgyzstan, reports the official Xinhua News Agency. Premier Wen Jiabao has referred to the China-Europe rail link as part of a new Silk Road, the land route that connected western China to the eastern Mediterranean for more than a millennium. The Russians like the arrangement, too: Russian Railways, the state railroad, is a shareholder in Far East Land Bridge. “Doing smooth business with the Russians is very important. They control the line,” says Kargl. “If you have their support, you can do it.”
